Try not to make international moves that accomplish only one thing at a time. Vladimir Putin is very skilled at this, while Joe Biden can barely remember his own name.
Belarus's dictator has been increasingly dependent upon Russia just to stay in power. Belarus President Lukashenko has previously agreed to forfeiting Belarus's sovereignty, on paper, to stay in power. Putin is in the process of consummating the deal. Belarus is obliged to militarily coordinate with Russia, in ever tighter ways.
It doesn't matter what the West does with Ukraine, Belarus is being drawn into Russia. And this doesn't bode well for Ukraine's independence, either. These sorts of maneuvers were largely responsible for seeing the tiny village of Rome, over many years, grow into the Roman Empire.
